A framework for characterising the hows and whens of social media communication during crises

Abstract

This work proposes a theory-informed framework for characterising how governments communicate on social media during crises and how those patterns relate to citizen engagement. It connects pragmatic communication strategies with crisis stages and uncertainty-reduction goals, emphasizing not only what is communicated but also communication style and how it evolves over time.
